Cut the 2 tablespoons of butter into the 1 cup flour until crumbly.
Add egg, milk, baking powder, and salt and make a soft dough.
Press dough into an 8 x 8 pan and press the dough up the sides of the pan.
Place the chopped rhubarb evenly on the bottom of the pan.
Sprinkle the dry strawberry gelatin over the rhubarb.
In a bowl mix together the 1/2 cup flour, 1 cup sugar, and 1/4 cup butter to make a topping.
Sprinkle the topping over the gelatin.
Bake at 350 degrees for 30 to 35 minutes or until the rhubarb is tender.
