Chop meat and vegetables and put in a greased roasting pan.
Mix remaining ingredients and pour over meat and veggies.
Cook at 350°F for 45-60 minutes.
While that's cooking, blend cream, cornstarch, and water.
After the potatoes are soft and you are close to serving, add cornstarch mixture. Stir into potatoes/meat and cook another 20 minutes or so (until thickened).
