Pour water over oats and let stand 20 minutes.
Cream sugars and butter. Add eggs and vanilla. Sift flour, soda, salt & spices. Add to cream mixture along with oatmeal and mix until just blended.
Bake at 350 degrees Fahrenheit for 30-40 minutes.
Mix together, spread on warm cake and put under broiler.
